一般在加州大部分这些公司由两大部门构成即销售拿订单和承包土建.
问题都出现在销售和土建不是一家而且他们之间一般都没有合同.
客户只能和销售商签合同但质量由土建商决定的.故很难保障其合同中规定的很多质量要求.便成了虎头蛇尾！
